Title basically. This girl was illegally parked for a min with her blinkers on. I told her she can't park there and that it's a handicap spot and she straight up ignored me. I have her license plate number and took a pic of the whole thing. Pisses me off so much people think their blinkers give them immunity.

If it’s in private property you should notify management. Only then can the police enforce it or management themselves can tow the vehicle

Too late now. Typically, you’d call police of whatever jurisdiction you are in. They would have to personally observe the improperly parked vehicle to take action.
