WCW ripped off Static X, Kid Rock, Marilyn Manson, Pearl Jam, etc to create themes. They were sound alikes not licenses. Bret Harts last theme or 2nd theme on YouTube starts off with the normal 90s industrial cool sound. But the guitar part sounds so familiar. It sounds like the vocal part of a song but they turned it into guitar part. I’m thinking something like trippy or stoner metal. My guesses are beck, butthole surfers, or corrosion of conformity but anyone with a guess please help.

Sounds like something that Nine Inch Nails would do (Trent Reznor)

Don’t let that beginning throw you. Trust me that guitar part is a song. I’ve heard it before. But I can’t place it.

Nobody, because it wasn’t a Jimmy Hart/WCW compositon; rather, it was written and performed by Keith Scott, who played guitar in Bryan Adams’ (not the wrestler) band. Little known fact: Bret’s first WCW theme was written and initially performed by Jimmy Hart, but Bret hated it because it sounded like shit, so Jimmy Hart and WCW had it re-worked and performed by Craig Northey from the Canadian band The Odds.

Still though it sounds like it rips off something else. Telling you dude I’m heard that guitar part in a song as vocals.

I kinda always thought it was a bit of a modern (at the time) twist on parts of Sweet Emotion by Aerosmith
