A bill had also been introduced in the PA senate (SB 815) to stop this practice. The Republican controlled PA Senate refused to bring it to the floor for a vote after it cleared the health and human services committee. Now it will have to be reintroduced and go through committee again. But since the Senate is still R controlled they probably won't bring it for a vote again.

This is a horrible invasion of privacy. If you feel strongly about it you must contact your reps in the PA house and senate. From an article I read..."A recent survey of 101 medical students from seven American medical schools found that 92% had performed a pelvic exam on anesthetized female patients, 61% of whom reported not having explicit consent from the patients."
