I'm unaware of any Pennsylvania tax ever being eliminated. Usually they increase like rabbits.

This is a loss of income for the telecoms, who can keep a portion of taxes they collect to cover the cost of collecting, reporting, and paying them to the state. Look for a new telecom fee or other increase to avoid that loss,

This will raise the 911 call center tax though. And that’s a cost increase prepaid plan users will see without the benefit of any other decreases.
