I got one in about two weeks too.
I drove to Harrisburg and got one same day.
I think you can get one in New Castle.
I just did this recently. I think total turnaround ended up being 2 weeks including delivery time. Very simple process.

Dept of health has several branch office where you can walk in and usually have same day or next day service
I thought about that but there all a 2-3 hour drive from me here in central pa

Wife works in Vital Records. Online orders take about 2 weeks, but if you go to an office, It very much depends on where you go.
Some offices issue same day if you get there and get your forms in before 2pm. Some are doing mail out only. Some offices have limited hours and staff.
We went to Scranton and got one same day.
Find a local department of health building go there get it same day.
I would highly recommend smiling and being very nice to everyone you interact with.
30 years ago I was supposed to go on a cruise, and I was gonna use my birth certificate instead of a passport, because I didn’t have one, and the week before my car was robbed, and I lost my only copy of my birth certificate. The tickets were replaceable, but the birth certificate was not.
I went down to the state administrative building in Philadelphia, explain my situation and fell on their mercy. She had a copy ready for me by the end of the day.
When I came back, I brought a tub of water ice
I got mine in less than a week. (This was probably 5 years ago.)
