Check out island park beach in Portsmouth. Big storms turn up 1938 hurricane debris all the time. Arrowheads are common there too. Really that whole part of the island is a gold mine, but a lot of areas are inaccessible

RIGL 32-2-4 covers DEM park and management area regulations. Section 1.10(c) says it’s only allowed in designated areas during specific times but does not define what they are. I’ve always taken it to mean beach outside their normal operating hours and management area agricultural fields outside the growing seasons, and never had issues. Just remember from September to basically May if you’re in a state management area you are required to wear orange as they are used for hunting. I’ve asked a few few of the state parks managers for permission and been told no.

People do it as it’s not well enforced, but it is illegal
