Yes. Degeneracy pressure is common to all fermions.

Does that imply a quark star is a possibility?

The insides of a neutron star may be a quark-gluon plasma. On the surface though we’ve only observed white dwarfs for electron degeneracy pressure and neutron stars for neutron degeneracy pressure.

What about after that? Is quark degeneracy pressure what might be the full collapse to a bh?

Degeneracy pressure just means "cant occupy the same space" im pretty sure. So neutrons smash apart at some point I imagine, but I bet it doesn't have to turn into free floating quarks to go blackholemode
