You can always check this website:

https://www.systemrequirementslab.com/cyri/

It will analyze your computer, then you can check the game you want and it will tell you if you can run it, if you meet the minimum or recommended requirements or both. :) I always check this before buying any games, just to be sure.

This is my go to for every game and pc purchase for years and years. Solid advice to share.

Yes, for me too! It has saved me many times from buying things I really wanted but that my PC wouldn't have been able to handle at all! :D

Not well. The game requires a minimum of a 1070 which is 85% better than your 1650 according to the internet. You meet the cpu requirements but your graphics card even on low settings will run poorly

System requirements are overstated and Games are very scalable I mean even if you have to tone it down to 720p to get 30 fps it's still going to run but likely it won't even be that bad. You've got steams two hour refund policy if it is however. There's also bound to be some YouTube videos showing it running on different gfx cards within a day of release too.

If this is on steam then I wouldn’t just look at the system specs on the store page, as once I tried getting one of the battlefield games with my gpu being literally 154% better and my cpu also a lot better with the recommended ram.(This gave me a solid 15 fps)
