Apple can zero that out so you can change region. Just tell them you're switching regions.

Go at the bottom, in the search box write “empty balance” and it will give you an option to ‘chat’ or ‘call’

I had 7 cent to get rid of before being able to change country after we had moved. I called Apple and they just removed them from my account. That was years ago though. Don’t know if they still do that or if there is a better way.
