Check if Settings > Accessibility > Guided Access is toggled on. That will also introduce that delay.

Yes! I have guided access turned on, but I can’t turn it off. What does it do?

It basically lets you lock the phone to a particular app so someone can't just exit it and use anything else.

Not sure why your phone is stuck in Guided Access though.
