Yes it is safe. It's not a complete walk and youll have to cut in now and again but its totally safe and a pleasant journey.

I've only gotten as far up as Mitsuwa, but the parts where you have to walk along River Road in North Bergen and Edgewater suck. That's the most dangerous it gets, in my experience.

Yes, totally safe. Keep your eyes peeled for wild parrots in Edgewater! And stop by Kuppi for coffee and the nice river view. If you want more, you can drop down under the bridge and walk up Henry Hudson Drive which is gorgeous.
Biggest risk is wind induced bad hair.
