This is for my friend who works some crazy hours and has asked me to do this for them.. is this allowed?

Yes, it's for the car not for the owner. Just take the registration and the money to the shop.

Just make sure you have the registration (if your friend is like 99.99999% of people he just keeps it in the glove box but just make sure he's got it out for you.

They have no reason to care who brings it in as long as it's the car on the reg.

I've never been asked for anything other than registration when I go to get my car inspected. No one's ever asked for my ID to prove that I am the registered owner of the car.

Retired inspector here, it's good. You will need the current registration.
