It's too perfect, maybe some one did try to cut off a circle?

Honestly we have no idea at all, my best guess is that a pebble or accorn got picked up in a storm

You seem to have a cat burglar in your area, watch out for anyone wearing sneakers...

Who doesn't wear sneakers? Should I also see a person who breathes oxygen as a red flag.

Or … did someone run a cutter on it to try to get it?

Assumeing this is not a joke, the cut is too high off the ground to make sense for a spy movie style break-in. The bottom of the circle is like 5 feet off the ground and too small for someone tall enough to easily step in to the house that way, it would be more sensible to just smash the window at that point. Judging by the pebel spot in the bottom left of the Crack (it looks like a feint white circle) and the multitude of oak trees on the property I think it's more likely that an acorn fell on the window durring a windy day, or that durring the house renovations it got hit by some type of debris/shrapnel
