I was driving on Friday when I got pulled over by an unmarked police car for 2 tickets:
39:4-67 - Obstructing the passage of other vehicles
39:3-76.2f - Failure to wear seat equipment - responsibility of driver
Both tickets were deserved and the cop could have given me points for other tickets but decided to give me a break. My question is that since neither of these comes with points but Obstructing the passage of other vehicles is a moving violation, will either of these increase my insurance rates with Allstate?

NJ atty, not your atty. Any moving violation gets reported to insurance. License points have nothing to do with insurance. It might increase, might not, depends on how their algorithm handles that charge. If it does, the impact will probably be pretty minimal. It's a very minor ticket. I've gotten a similar one and GEICO didn't seem to care.
Don't waste your time calling insurance, their phone operators won't be able to tell you how their algorithm works. None of the big insurance players publicize anything about how their rates are calculated, it's just a black box.
