Yeah, that's the point of a board.

It sits above the water, able to glide over it.

Paddleboarding is for working out, it's terribly inefficient.

This is super common at the beach.

If the wind is blowing from the shore side the building shadow will block the wind for a few hundred feet out making it look super calm. The second you get past that it will catch you and drag you quick.

Great beach sailing conditions but terrible for paddleboarding.

they were paddling inside of a round bay. that is part of big city. this seems like more an inconvenience and not a danger. anyone familiar with the area care to weigh in?
