The article also seems to have gotten the dates wrong; it sounds like he was operating at least July-November 2022.

Unbanked (ie, poor) folks. Might be sending money to relatives and find that the cost of buying, mailing, and cashing a money order is still way cheaper than using Western Union or similar.
