I believe your reference is to a variable speed of light in the vacuum. Since photons are not influenced by incidental forces other than curvature in space, I might ask about what is the hypothesis mechanisms. You know red shifting of light can be done by several processes besides the Doppler effect, one is as mundane as sparse hot electron plasma. So has all the physics been accomplished to explain all red and blue shifting under the photon variability hypothesis?
