I think I read the whole thing, but there's no explanation of why the names are retired rather than being reused. Is it a chance to introduce some slightly less English names: Farrah and Idris?

it is like jersey retirement in sports, in that if you have a big career no one can use your number. usually it is to honor the losses and ensure that big hurricanes will be the only ones of their name after they happen

They don't need to retire names to introduce new ones. They retire names of big storms so there isn't confusion later.
You can find names for Atlantic storm for the upcoming years NOAA. Many are not English like Katia, Ernesto, Nestor, Olga, and Omar.

Never gave hurricane names any thought but I guess somebody has to do it… maybe.
