Texas very specifically refuses to connect their power grid across state lines specifically to avoid any federal regulation. Texas is on their own by choice.

The thing about the states is. Mayors everywhere are just stealing the money. Other boards members from the city are stealing money.
Everyone acts surprised then they elect another mayor who just steals the money. No one bats an eye tho.
