Offensive physical contact is assault.
Simple assault, 18 Pa.C.S. 2701, includes "attempts to cause or intentionally, knowingly or recklessly causes bodily injury to another." "Aggravated assault" in Pennsylvania, 18 Pa.C.S. 2702, basically involves serious bodily harm or an attempt to do so.
There is no separate crime of battery in Pennsylvania. "Battery" is subsumed in the assault statutes. Other states may have different laws on assault and some do have a distinct crime of "battery."
"Battery" traditionally means an offensive physical contact, and is basically a civil tort concept. If I punch you in the face in Pennsylvania, I will face a criminal assault charge, and you can file a civil lawsuit for money damages, based on battery.

I've heard of this happening more than once. Owner switches from oil to gas, the filler pipe or whatever it's called gets disconnected inside, but is still there on the outside . . .

When Willie Nelson owed a few million in back taxes, he put out an album called "The IRS Tapes" to pay them off. Maybe something similar? It would need a catchy title.

Sounds like the $2,000 restitution is for the windows he broke. Restitution is not a fine. It's just for paying financial losses you've caused while committing a crime. He'll do somewhere between 57 and 71 months in a federal prison for assaulting officers. That's no joke.

And published reports say the General Assembly Repubs have spent at least $1,000,000 on the stunt impeachment of Philadelphia's DA. 99% of them do not give, and have never given, a flying f&*k about the people of Philadelphia.

Generally, your insurance company can only raise your premiums for traffic violations, accidents or damage that are your fault, adding drivers to your policy, moving to a higher risk locale, or letting your insurance lapse. There may be other reasons applicable to your situation, but probably not.
Why pay insurance premiums over and over if you're not going to file a claim when you finally have a covered event? Now you will be out all those premiums, plus the interest you could have earned over time on those premium dollars had you kept them, plus $5,000 to $6,000.

This is really depressing. And sad. I was involved in the criminal justice system (not as a cop) for four decades, and at least 95% of the cops I encountered were honest, decent men and women who took "serve and protect" seriously. Yet it's so easy to go over the line in a position of authority and power.
He's cast a pall over his city, his fellow officers, and cops in general, as if there hasn't been enough of that recently - Memphis being the latest example. And I imagine he's thrown a bunch of convictions into question.
There should be a special place in hell for crooked and violent cops.
