Portsmouth is very peaceful and quiet if not directly on a main road. It is all very safe. It’s mostly residential, mixed with farmy areas and lots of water.
Your food choices are more limited as there is not too much commercial, but you can drive to Newport, Middletown, and Bristol quickly which all have great options. Plus you are close to the beach.
I can’t speak on Riverside as I never go there, but why not drive thoroughly around both areas and see what catches your eye :)
For reference I live in Newport so I am very familiar with the whole island.

I recommend taking a RIPTA bus. If you get the “Transit” app you can take a look at bus routes as well as on the RIPTA website. https://www.ripta.com/routes/60/

Vin checks are SO annoying here. The woman who does them at Middletown PD is clueless, it pisses me off that we pay for her to work there. I went to get a scooter that I bought from Mass vin checked. Mass doesn’t title 49cc scooters and she insisted I needed a title despite having the last registration and showing her the Mass DMV website stating that it’s not a titled vehicle. She told me to drive 45 mins each way all the way to Cranston LMFAO. I’d have to truck the scooter there since it’s so far and I can’t ride it over the bridge. Newport PD accepted my documents no problem as well as referenced the Mass DMV website. They were also friendly.

Don’t really know anything about Kansas besides the fact that I wouldn’t willingly spend any money to go there
