I am probably going to be down voted to hell but the fiber showed up pretty recently in my Brighton neighborhood. Other parts of Boston had it faster, but since I moved to the city they were slowly installing it. I am not saying don't complain, because otherwise they will never change anything. I lived in CT where there were only 2 major internet providers and it sucked so i can related.

This is just anecdotal and your argument reminded me of this story. I worked with this dude that didn't know how to wash dishes. He would have dirty/moldy lunch containers. Apparently he managed to go through life without ever having to do so. In college, he lived in a dorm so all the food came from cafeteria. I don't work with him anymore. I think this is a massive edge case but maybe living in apartment with roommates will force you to learn a thing or two. I have never lived in dorms so my understanding is non existent.

It's super slippery. I drove between Brighton and Southie. Fucking slippery. Also, this modified sport Honda was having trouble going up a tiny hill. I might even get the video off of my dash cam. Either dude spent all his monies on modification and couldn't afford good tires or they did too many burns outs.

Well that's why I said they are trying. I can see that happening but also i can see businesses build on top of that law that make the disposal as affordable as spilling oil on your merch. a third option would be that's meaningless law that does nothing, as others pointed out. either way, time will tell.
