So? Producers can be on set, and clearly for marketing they are pushing their names.
Edit: To be clear Nolan and Joy are EPs on the show, along with a bunch of other people.

It's from their production company, and the Amazon deal, but they are neither the showrunners nor writers, afaik.

I feel like the headline is really unfair to the actual showrunners who are not Nolan/Joy, but I guess they gotta use it for marketing.
Anyway, can't wait for the show. Hopefully it's good sci fi not relying on endless IP regurgitation.
