Hmm, I'm gonna go with contacting HCPD for the enforcement situation, but that's just a wild guess.
As for signage, depends on if it's a county road or state, contact Howard County public works or the state highway administration as appropriate.

Thanks for all the suggestions everyone. Someone let me know that there's two small shops in Frederick that have a variety of teas. I know it's not 'in the area', but we regularly head that way, so I'll be checking them out.
Viola! is one, the other is Shab Row Tea Emporium. Both small businesses.

If you are okay with shopping online and want to support a small business, I highly recommend Rostov's Coffee & Tea in Richmond, VA. I still buy from them regularly on their website even though I don't live there anymore.

Asian markets (Hmart, Lotte, etc.) will have loose tea leaves. But obviously, it will just be your "generic" Asian types (Jasmine, Green, etc.) as opposed to different flavor varieties you may find in tea shops.

There is a connector roadway planned between broken land parkway and US 29 that goes pretty much directly over the site of the current Central library, so this would be a replacement

You can call the non-emergency police number at 410-313-2200. Also, you probably have a designated Community Outreach Officer that you could contact. Your village should know who that officer is.
They have done targeted traffic enforcement in response to these types of requests. Can't guarantee it will work for you but its worth a try!

I like the idea as it would make the library itself more accessible but isn’t there another branch close by? Or am i misremembering? Would that branch close down or would it just be moving to this new location? Or would both be open to help with foot traffic?

BTW. Off topic but for a walkable city I've been kinda disappointed by the lack of bikability of certain roads. For example Snowden connects several of us to shops but there are often no bike lanes which would make it unsafe.

Right, I forgot about that lot, used to park there to go to the CA office when it was located there. I would love to see them fix up the walking path over Little Patuxent Parkway and hopefully increase parking at this two level parking structure you mentioned.
Fact is that of everything the county or developers could build there, a library like this would be pretty great.

There is a parking deck directly next to the lot where this is going. It is only 2 levels, but it is rarely used. Just south of Grillmarx

My first thought was - didn’t HoCo spin up a mental health emergency line, like 911 but for things that don’t need police, instead mental health help. So it doesn’t turn into a news-worthy type police encounter.
And then I couldn’t remember what the number for it was. So, you know, not useful when you need it. And then I tried to Google for it, and also couldn’t find what I was looking for. So, if this does exist, hopefully it’s where the non-emergency people route the call.
