My wife will be taking maternity leave in June. She has std insurance through work, but that only pays $250/week. Her payment from CT paid leave should be more than $250, so is she allowed to just not use the std insurance at all?

She can use both as long as it’s not more than her current wage

CT PL pays $840/week

STD pays $250/week

So if she makes more than $1090/week then she should be able to claim both.

However, many insurance companies have put measures into place that lessen STD if employees are eligible for state paid leave.
