A very small amount of water vapor is captured compared to the evaporation from the rest of the land and ocean.

Are we sure we have a firm understanding of the entirety of our ecosystem to play with it as much as we already do? Doesn’t take much cyanide to kill an entire person, either.

Enough water for 500k people just sounds like a lot to not have it make it wherever it was going.
