Castle Craig in Meriden probably has the best views in the state outside of Bear Mountain in the NW Corner, Case Mountain and Wickham Park in Manchester have great views of the city, Heublien Tower and Rattlesnake Cliff in WeHa, Ragged Mountain in Berlin all close and excellent. Crescent Lake in New Britain has some trails with decent views and is an easy walk. Sleeping Giant in Hamden (go up the red? trail all the way on the left as you are facing up and then the castle afterwards) and Soapstone Mountain in Somers are a touch further from Hartford but are excellent.
