Uhh if you are required to wear it for work would that not constitute a uniform which would subsequently be mandated as something the employer is required to provide?

If the employer paid for/supplied it, the vest belongs to them not the employee.

I mean historically companies like Walmart have bought life insurance policies on "Team members" without said "Team member's" consent soooo what belongs to who gets a little murky.

For the employers that insist on abiding my the law, there are different arrangements that they could use to avoid paying for safety PPE. it's very possible that there could just be a basket of vests that employees grab one and put on for work. OP telling people to keep the vests across the board and give to their homeless friends is very easily misinterpreted. Could get some people with few resources into very serious trouble.
