Sometimes though, a mechanic may charge a flat labor fee, whatever it is per hour. I wouldn't call a mechanic dishonest if he charges an hour labor, whatever the hourly labor charge is. However, they should tell you up front what the labor charge is
Depends on the car, and the lightbulb being changed.
My DRLs would take about 45 seconds from the hood each side. My turn signals maybe about 15minutes. Need to unscrew 2 screws in the wheel well covering to get access. My headlights would take a long time. Need to take off the whole bumper assembly to get access.

Cars exist that take over an hour to change headlight bulbs. If you drive a 1978 Ford Fairmont $20 is a reasonable price.
