On the contrary, I once received a refund to change my 1 star review to a 3 star review (the item broke within a week). After I received the refund I changed the rating back and added a bit about how they bribed me to change the rating

That's a different situation from what I think OP is writing about. It's not uncommon for a small business in a community to not only fix the problem but also then offer you a discount. If they are offering you a discount to repair a review without fixing the initial problem, they absolutely deserve to get drug over the coals for it
