This a-hole neighbor’s homeowners insurance should cover it. Call police. File report. Submit vet bill to neighbor and tell him if he doesn’t pay up you’ll get a a lawyer and file a claim on his homeowners insurance.

This is often overlooked! Nice thing about this is their homeowner insurance will drop them after a claim is made.
