I actually believe that. If they are taking the % of traffic accidents that result in deaths all the fender benders in Boston traffic actually help their numbers.

Per 100 million vehicle miles driven, yes.
Massachusetts has the lowest fatality rate based on that metric.
Maine (1.25 deaths/100 million miles) has double the same rate that MA has (.63).
