3/4 full and oil right where the directions say. We’ve had it for years and it mostly sat in garage

How long has the gas been in it? Bad gas is usually the culprit. Anytime anything needs to sit for more than a month run true fuel. Ethanol is the engine killer.

Also if it's key start, check your battery

Also you're supposed to take them out & run them for about 15-20 minutes every 2-3 months. And use fuel stabilizer and or ethanol free gas A.K.A (Recreational fuel - 90 octane) and you should be good.
