Fishing license is annual however it has rules surrounding which body of water you can fish and when. Normal summer season is March to October. Then it's ice fishing season.
Salt water bodies have an additional license addon thing.

I always hated the additional salt water fee, for years my dad couldn’t afford a fishing license but you never needed one to go mackerel fishing, when they added that provision fishing kinda fell by the wayside for us

It's a federal registry, the state has nothing to do with the $1 salt fee.

FFO is Oct-March and covers many rivers and bodies of water. Fly fishing is acceptable on most waters unless explicitly stated. Fly Fishing in the dead of February is some of the best fishing you can get into here in Maine.
