They have been federalized. Amtrak is the passenger service and Conrail is the freight service.

Almost all railroads are privately owned in the US save a few lines in the Northeast Corridor. Amtrak is a public passenger service running on private lines. That’s why it sucks. The private freight companies always prioritize their stuff over Amtrak.

Amtrak owns its line between Harrisburg and Philadelphia. It's why the service there is good and beyond that they get stuck behind Norfolk Southern trains trying to get to and from Pittsburgh.
