Probably because he believes there were already dioxins in their soil to begin with. So there's no way to know how much more was introduced due to the derailment.

They are already planning on it and it appears they have a way to get a control by testing nearby soils that wouldn’t be contaminated by the derailment.

This is what happens when administrations constantly yank back and forth on serious agencies we need. No political party should be allowed to say- let’s protect the super rich instead of water
Republicans constantly get people to vote against their own damn water and clean dirt and soils in their yards to garden.
