This morning, I contacted my election office (York) and was told "not verified" just means an additional step needs to be taken to ensure the signature or SSN matches, and my vote will be recorded. I've also seen this echoed by a Democratic group, and a recent AP article also suggests the same.
In past elections, I haven't seen this "not verified" message, so my guess is the powers-that-be are pushing to REALLY MAKE SURE no "fraud" is occurring.
Edit: AP link is the same as posted by u/k3hvn earlier. Apologies for duplicating info.

Does that mean we the voter need to take a This additional step?

No. It's something the county does on their end -- they check the signature and/or the SSN on the envelope with what they have on file to ensure it matches. From what I understand, if an issue does arise, they contact the voter via email.

Ok ya I just found something else stating the same thing you just said. My God, they really do try and make this as confusing as possible don't they?
