That’s probably what it’s about. They usually give about two-three months warning.

ENMV-941 is the form number for envelopes from the bmv (with 3-19 meaning the envelope was last updated march 2019). The contents of the envelope is anyone's guess, but I wouldn't worry about it. It could just be your registration renewal form.
