  1. just because Dakota recognizes north and south they are connected and therefore a single entity.

Excellent point! Were down to 47. Add in. The Virginia's and the answer is a solid 46!

If ND and SD were one state, we would have 49, not 48. We wouldn’t lose 2 states., there would still be the state of Dakota.
