I understand that, but taxing tires takes care of that just the same. I don't want to have to pay for a lump sum mileage tax on top of paying for another service during inspections.

Don't worry, they'll be taxed sooner or later. The Feds have hidden taxes on everything. The new gov has promised to raise taxes so maybe your wish will come true sooner then later.
