Um, no. The east side money and thier puppy Elorza fought this tooth and nail for 4 years. The "elite" were concerned about "their" skyline.

Except for the fact Elozra isnt mayor any longer and has no sway on anything, that might all be true, but not why Fane pulled out of the deal.
