Years ago my aunt said something about a neighbour who got killed by a car: "He walked into traffic. He was probably [high]". ( I think she said "wired to the moon" though sometimes that would have just meant "was wearing headphones")

Both excuse what happened, and are a common way to blame the victim. I don't believe she did it consciously, I think she may have repeated what other parents said to her.
