Seems like maybe it’s best for everyone if they are caught before they do something more than stalking.

I think he’s saying it’s almost like a tree falling in the woods. If you have a stalker that just continually stalks, but never even enters your consciousness (it definitely is creepy because the stalker knows while you don’t), but you, the object of the stalking are left blissfully oblivious

More like “if” they do something, though that is perhaps a pretty likely if in the case of stalkers.
