No idea. I've looked for info and asked a few people that have lived here longer than I have and nobody knows anything. Just a random satellite dish turned happy face on the side of an arterial.

I always call it Smiley Hill, and I used to love when my grandfather would take us down it to get to Puyallup. I remember being young enough that it didn't have it's iconic smiley paint at some point !!!
