It’s hit or miss. The last storm, all the cars on our street that were parked on the wrong side of the street due to winter declared ban were ticketed. Other times, I’ve never seen anyone get a ticket. I think the more dense neighborhoods, they do enforce more. But also enforcement seems to be during weekday, business hours.

I wasn't asking about during the declared ban, just in general.
It baffles me how they track it without meters. I've heard of meter maids writing down plate #s with a pen and paper the old fashioned way, or marking the tires/pavement with chalk. But I'm not sure I've ever seen it in practice.
