It's a generic answer that works for most places. chatgpt is great if you want surface level answers.

The first four items are what every milquetoast member of city council has run on in the past couple of decades.

Considering Boston's likely going to be under water in 100 years, I don't understand why there isn't an active campaign to encourage corporations and universities to migrate here.

This is cool but it’s kinda a “we should do things by doing things” answer which isn’t very helpful

It’s definitely a surface level answer but that’s also how the reader would want to be introduced to these policies and then you can expand upon them.

If you follow up and ask specifics about each bullet separately it will dive into more details and it gets surprisingly good.

Here’s how conversation went when I started digging in:

https://sharetext.me/clly9vfjdg

Highlights:

I asked to recommend which industries to prioritize attracting and it recommended healthcare and education because of the presence of Umass Memorial and WPI and Clark

I asked what Worcester could do to attract startups in healthcare and it said create a fund, reduce red tape and regulation for small companies, and host events to foster community.

Literally nothing can improve this shithole of a city. Aside from a total rebuild. Fight me.
