Check out “the lottery,” a short story by Shirley Jackson. She was a time traveler and wrote it in response to this promt in the 1940’s.

That story resembles this prompt only in that it also contains a lottery meant(ostensibly) to cull the population. It is not voluntary. Nobody gets any money. There is no one on one fight. There is no limitation based on net worth.
