The same reason we make police reports when our bike is stolen even though we know they won’t do anything. Documentation.

Lol. I stopped doing that after my first bike got stolen. They did nothing and I've had 2 more bikes stolen since then. No one in this city cares about bike safety, bike infrastructure or cyclists in general. But you keep fighting the good fight.
