Even if it's technically the landlord and they take 48 hours to do it (reasonable ticket completion) it's not worth the two shit nights of sleep to save the $2.

Depends on whether the staircase is within your apartment, and on the reason for the beep. It could beep because it's at the end of its service life. Smoke alarms need to be replaced every 10 years and that's on your landlord.
