I doubt there are really bodies in the water. Looks like someone inserted them into the picture. Good photoshop!

might be drawn over a real photo. but the colors on the boots and the jackets don't look real real

I didn't notice that. However you don't have to be an expert in photoshop in order to figure out what photos look like someone tinkered with them and adding something extra to them. It's all good!
